A few stat...Mary, I think it's a terrible idea. A few states tried that for welfare recipients and they showed up very few people with positive tests. Lower than the average for people NOT on welfare, in fact. They ended up losing money because drug testing isn't cheap and they turned up so little fraud that it cost taxpayers money. It also plays into the myth that anyone who is on welfare or Medicaid is a drug-addled slacker. The vast majority are the working poor.
